## What is cyber warfare?

Cyber warfare is the use of digital attacks by nation-state actors and state-sponsored groups to achieve strategic, military, or economic objectives — typically by disrupting, degrading, denying, or destroying an adversary's information systems and the physical processes those systems control.

It sits on the **higher-end of the cyber-attack spectrum**, distinct from financially-motivated cybercrime: the actors are intelligence services or state-sponsored groups, the targets are critical national infrastructure (CNI), defence supply chains, government, finance, and elections, and the techniques are persistent (Advanced Persistent Threats — APTs), well-resourced, and aligned to geopolitical objectives.
